Examining the Implementation of E-government and Line of Business Initiatives

  • The E-government and line of business initiatives have promise for improving the public's timely access to federal information and services, as well as for promoting the simplification and streamlining of government through agency sharing of information technology services and applications. However, progress in implementing the initiatives has been mixed, with some delays in implementing the planned phases, problems during rollout, and questions about the costs and sources of funding of the initiatives.

  • These initiatives, should they continue, will merit close attention to ensure that all phases of the initiatives are implemented in a timely fashion, at reasonable cost, and adequately address risks, many of which already have been identified.

  • Any evaluation of these initiatives and lines of business should also consider the cost-effectiveness of the system, data quality and completeness and who should pay for continuing development and maintenance costs.
