Report Small Business Fraud

How to submit allegations:

What information to submit: Provide as much detail as possible. You do not need to provide your name.

Report potential fraud and abuse in:

    • the Historically Underutilized Business Zone program, or HUBZone;
    • the Service-Disabled Veteran-Owned Small Business procurement program; and
    • the 8(a) Business Development Program.

GAO is investigating these programs after uncovering evidence in July 2008 that the HUBZone program is vulnerable to fraud and abuse. Specifically, GAO found that 10 companies it reviewed continued to participate in the HUBZone program even though they did not meet program requirements. In total, these companies were awarded more than $100 million in federal contracts in 2006 and 2007.

FraudNet Mission

GAO FraudNet is a vital part of the Forensic Audits and Special Investigations Team. Its objectives are to

    • operate an automated means that anyone may use to report allegations of fraud, waste, abuse, or mismanagement of federal funds;
    • refer those allegations to the Inspector General (IG) of the cognizant federal agency;
    • expedite responses to congressional requests;
    • review IG responses to allegations referred by GAO;
    • advise GAO teams and agency IGs of audit leads; and
    • provide information to federal, state, and local organizations about establishing their own hotlines.
